DESCRIPTION   2019 was another challenging year for hospices across the nation. On July 31, 2019 CMS issued the “FY2020 Hospice Wage Index and Payment Rate Update and Hospice Quality Reporting Requirements” Final Rule. While there were no new Quality Measures announced for 2020, changes in the rule will have a profound impact on hospice practices and reimbursement rates. The FY2020 Final Rule confirmed a payment “rebasing” for three levels of hospice care: General Inpatient, Inpatient Respite and Continuous Home Care. However, in order to make the rates “budget neutral”, the routine home level of care rate was decreased by 2.7%. The Final Rule provided information about changes to the hospice election statement, and a new requirement for an election statement addendum detailing the items, services or drugs the hospice will not cover. These changes will go into effect on October 1, 2020. The Final Rule also discussed future changes to the hospice quality reporting program, including the use of claims-based measures.

Regulatory issues remain the focus of this annual conference, jointly sponsored by the Oregon Hospice and Palliative Care Association and the Washington State Hospice & Palliative Care Organization. From dealing with public reporting of quality measures and other hospice data, documenting for hospice eligibility, strategizing for future developments in a possible “Serious Illness” benefit, as well as preparing for a future standardized patient assessment tool, there are still numerous significant regulatory compliance hurdles facing us in the coming years.

This program has been approved for 10.5 CEUs by the NASW Washington State Chapter.  Licensed Social Workers, Marriage and Family Therapists and Mental Health Counselors are eligible.  Provider number #1975-153.
